The Meeting of the Temporary Inquiry Panel on ascertaining the establishment of high costs of housing in Kyiv city, other cities of Ukraine and also on non-feasance by property-developer according to the agreements on investment in housing.
In the following action representatives of the Ministry of Economy of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Regional Development and Construction of Ukraine, the Committee on Land Resources, the Committee on Industrial and Regulatory Policy and Entrepreneurship and the Antimonopoly Committee assisted.
The Head of the Inquiry Panel O. Bilozir declared that during the meeting the reasons of high housing cost and the crisis which is observed nowadays in the housing sphere of Ukraine were discussed. In particular, the conversation turned to the imperfect mechanism of land admeasurements for the housing, absence of the state power bodies and local self-government bodies. Taking it into consideration the Members of the Committee conveyed the motion as to the necessity of implementation of compulsory registration of housing at the cost more than some certain rate. Moreover the Committee the participants of the meeting deemed it necessary to regulate legislatively the issue of extra expenses for the local budgets. In particular extra expenses (expenses on the building of municipal networks, deduction to local budget) comprises from 30 to 45% from the cost of newly built housing. That is regulation of at least this issue, stressed the participants, will allow to undercharge the cost of housing in one third.
